Als je de bijzin (het deel van de zin dat met who/which begint) niet weg kunt laten, omdat de zin dan onduidelijk wordt.

Als je de bijzin weg haalt wordt het onduidelijk. 

These boys, who are learning about maths, are students.

In dit geval kun je who niet vervangen door that omdat je de bijzin wel kunt weglaten.
