Why is signing where you are from important? 

Typically when you meet someone in the Deaf Community they will ask you where you are from/born/grew up.

Why?

Why do you think people who are Deaf ask you were you are from?

The Deaf community is small and tight-knit. They often ask where you are from to see if they know anyone in that area or school.
