This notation is called Standard notation of Scientific notation (both words mean the same). It is a number between 1 and 10 times a power of 10.

In Normal notation, you would write this number as

Very small numbers, such as 0.00000000035 can also be written in standard notation.
You multiply 3.5 (a number between 1 and 10) with a power of 10, where the exponent is negative. This negative exponent tells you how many places to the left you should move the decimal point.
