Het is 1 uur -> it is 1 o'clock.
Het is half 2 -> it is half past one. 
Het is kwart voor 3 -> It is quarter to three. 
Het is kwart over 4 -> It is quarter past four.

AM and PM 
AM -> after midnight
1 uur 's nachts t/m 11 uur 's morgens

PM -> pre midnight
1 uur 's middags t/m 11 uur 's nachts

In an English sentence, words are placed in a certain order. A positive sentence usually has:
Subject (who) 
Verb (does)
Object (what)
Place (where) 
Time (when).

A sentence does not always have all the elements.
Example: Jack does his homework at school tomorrow.
