**Step 1:**As we know, a whole of something is equal to 100%. In this case, we want to find what 1% of 311 is. We know that 100% of 311 is, well, just 311.**Step 2:**If 100% of 311 is 311, then we can get 1% of 311 by dividing it by 100. Let's do 311 / 100. This is equal to 3.11. Now we know that 1% is 3.11.**Step 3:**Now that we know what 1% of 311 is, we just need to multiply it by 1 to get our solution! 3.11 times 1 = 3.11. That's all there is to it!
