Rule (In Dutch)
Je mag who/which vervangen door that als je de bijzin niet weg kunt laten omdat de zin er anders onduidelijk van wordt.
De bijzin is de zin die volgt na de relative pronoun.  

Voorbeeld:
This is the cat that I got for my birthday.

Zou je de zin na "that" weglaten (This is the cat) dan is de zin incompleet omdat dat niet is weg je zeggen wilt.

Who/that and which/that
Another example:
My mum, who has been a singer for years, is recording her album.

In this case, who cannot be replaced by that because you can leave the sentence behind "who" out. 
The sentence will be:
My mum is recording her album

The sentence with  "who" is just extra information.

We use whom to refer back to people 
Just like we use who to refer back to people


The difference? We use whom when there is a preposition in front of it.

A preposition is a word that indicates the relationship between a noun (zelfstandignaamwoord) and the other words of a sentence.

We have :
Prepositions of place and direction, (to, from, across, between)
Prepositions of time (on, at, for, since)
Prepositions of agents of things (of, about, with)

Whom is often used in combination with for and to
