For the summaries, you have to paraphrase the text from the articles. However, you can use certain key words from the text, because very often it is jargon that is hard to replace by a meaningful synonym.

You use the continuous to describe what is going on when something else occurs, but the simple for the fact/occurrence.

When something starts in the past and lasts up till now, you use the present perfect form.

Use a simple past for an occurrence in the past. Note that 'be' is usually not used in the continuous form.
