When you discuss the second part of the task, it isn't necessary to reach an agreement but you should discuss which option(s) to choose and give reasons for these choice)s).
Try to reach a decision.
3
When you discuss the first part of the task, you needn't talk about all the options at once but you should make suggestions, ask your partners' opinions, listen carefully to what they say and respond to their ideas in order to have a natural conversation or discussion.
1
Keep the conversation going and avoid long pauses. Invite your partner to express an opinion.
Respond to what your partner says.
Look at the person you are talking to.
2
Exam information.

What's the best way to do part 3?
LISTEN to your partner. Don't just wait for your turn to speak. Be interested in what they are saying and politely agree or disagree. If you disagree, try to persuade them to change their opinion, but don't spend too long doing that. Refer back to things you already said.
Say a couple of sentences then ask a question. Never answer your own questions!
Look at your speaking partner instead of your assignment. Some students turn their chair a little bit - towards the other student. This helps them to remember who they should talk to.
