All inhabitants of a county had to be obedient to the lord.
Also the inhabitants of cities, but they preferred to be their own boss
The lord did not mind a powerful and wealthy city at all: all that wealth!
The inhabitants of the city and the lord make agreements, recorded in city priviliges

City priviliges
A city with city priviliges was allowed to build a city wall.
The city may exercise its own jurisdiction, but an official (the Bailiff) from the lord must be present and part of the fines are for the lord
The inhabitants of a city were freecitizens (not owned by the lord)
In exchange for these rights the city must pay taxes
