It is the study of the earth.

Regional: Province, part of country
National: Country
International: Different countries, continent

Switching scale levels
Scale level is important to use to weigh things up. 

A highway is a good thing when you take a look on national or international scale level. 

Taking a look on regional or local scale level you can see people that are living next to the highway that won't like it. 
(because of the noise etc.)
