• All inhabitants of a county had to be obedient to the lord.
• Also the inhabitants of cities, but they preferred to be their own boss
• The lord did not mind a powerful and wealthy city at all: all that wealth!
• The inhabitants of the city and the lord make agreements, recorded in city priviliges

City priviliges

• A city with city priviliges was allowed to build a city wall. 
• The city may exercise its own jurisdiction, but an official (the Bailiff) from the lord must be present and part of the fines are for the lord

• The inhabitants of a city were free citizens (not owned by the lord)

• In exchange for these rights the city must pay taxes

• The Bailiff is the replacement of the lord in the city in court. 
• Together with the aldermen he determined the punishment.
• They received advice from a council.
• The mayor (sometimes more than one) was the head of the council.
• The bailiff, aldermen and mayor(s) are also called: magistrates
