The law - Licensing and Catering Act
You must have a licence under the Licensing and Catering Act to run a hotel and catering establishment or an off-licence.

To serve alcohol, the manager (at least 21 years old) is legally required to have a Certificate of knowledge and understanding of social responsibility and to be registered in the Social Responsibility Register.
