 The highest adminstrator of the Dutch East Indies is called the                                governor-general.
Divide and rule polotics means that you put groups of burghers against eachother so, you prevent tyhem from cooperating. Rulers did this so it was easier for them to govern. 
The Dutch made sure that they got income of the plantages this is called exploitation. They used for this the cultivation system were the farmes had to cultivate a fifth of their land for the Dutch. In this system they used free labour, the farmers were employed by a European bussinesmen.
