Because it is not a normal museum. A normal museum is not only accessible by boats and snorkels at the bottom of the sea.
Before he had to find the money to pay for his work himself and now he gets paid for it by other people.
Example: He wants to show things we know in a place where people in these situations would never be found. On land, you could see these people for real, but in the sea it is like visiting an alien world.
