Het is half twaalf.
It is half past eleven.
Het is half negen.
It is half past eight.
Note how we say that it is half an hour BEFORE the hour. Where the English say it is half an hour AFTER the hour.

Note:
a.m. is used from midnight to noon; 
p.m. is used from noon to midnight.
noon: 12.00 in the afternoon (in de middag)
midnight: 00.00 (middernacht)
In English we don't use the 24 hour system that we use. Instead they use a.m. and p.m. This stands for ante meridiem and post meridiem. You can forget the meaning, as long as you remember when to use which one.
extra note:
als het 9 uur in de ochtend is, zeg je nine a.m. óf nine in the morning. Dus niet nine a.m. in the morning! Da's dubbelop!

Grammar Time
tijdstip de aanduiding 'am' of 'pm' vermeld om aan te geven of het voor de middag is of na de middag.
-   am = ante meridiem -> van 24:00 uur tot 12:00 uur (voor de middag)
-   pm = post meridiem -> van 12:00 uur tot 24:00 uur (na de middag)

hele uur aangekomen, noem je dat 'o'clock'
De kwartieren noem je 'a quarter past' (kwart over) of 'a quarter to' (kwart voor).
