1813-1848
NL was a constitutional monarchy. It had a parliament.

However, parliament was not democratically chosen, but appointed by the king!

It was not a democracy.

William II
Around 1845 riots broke out in The Hague because of famine. William II was scared of the angry crowds and gave Thorbecke the task of writing a new constitution.

This constitution gave NL a parliamentary system, the king lost his power but remained head of state. 
The constitution also guaranteed civil liberties (burgerrechten)
