The Burgundian Netherlands
In the Middle Ages NL was divided into provinces. All these provinces had their own government, rules and privileges. 

The people in the cities liked it this way and wanted to stay independent. This is called particularism.

NL was not a country yet!

The Burgundian Netherlands
In the 14th century many provinces were ruled by the French Duke of Burgundy. 
This French dukes could expand their territory due to:
- receiving inheritances;
- through political marriages ;
- buying land;
-conquering territories.

In this time we call the Netherlands the Burgundian Netherlands

The Dutch state
Because each province had their own rules it was very hard for the Burgundian Dukes to govern all the provinces.
The French duke Philip the Good wants to set up a central council and end particularism:
- He appoints Stadtholders
- States - General meeting with the representatives from 17th provinces
- Brussels becomes the capital of The Netherlands, French is now the central language

The house of Habsburg
People in NL did not like the policy of centralisation. Why? 
People in the Burgundian provinces start to revolt in 1477, the new Duchess Mary of Burgundy complies to the demands of the revolters. 
In exchange for loyalty to her she sign the 'Great Privilige' which ensures the cities freedom.

But when she maries the Habsburg king Maximilian I she gains more power and revokes the 'great privilige'
