1 Create or take advantage of a crisis, and make as many people as possible believe that only you and your party can solve this crisis.
2 Create an enemy image, a scapegoat; often a specific group of people within or outside the country who are blamed for the crisis.
3 Disqualify democracy as a system - collective decision-making is too slow or weak to solve the crisis.
4 Create a strong cult of leadership - only the leader can bring about better times.
5 Undermine democratic institutions such as independent judiciary, political parties, and journalism - make it impossible for them to work.
6 Acquire the monopoly of violence - gain control over the police and army.
7 Ensure that you have an absolute majority in parliament and control all legislation, or abolish the parliament altogether.
8 From this position, abolish all protective rights that citizens have, such as protection against discrimination and arbitrary police actions.
9 Limit civil rights such as freedom of speech and press freedom, and ultimately abolish them.
10 Use the power you have over the police and army to arrest (political) opponents and do whatever you want unchecked.
