Step 2: You can use 2 verbs; 1 verb is a form of to be in the past and the second verb is an auxiliary verb.
Step 3: You use a form of to be (was/were) in the past (verledentijd)
Example: Was that man ill last week? or Were the girls at the party yesterday?

Example: Could he solve the mystery? or Would you mind sitting somewhere else?

Step 3: You always start the sentence with to do in the past (did = do in the past)

Step 4: Your second verb always comes later in the sentence and is always in the present tense
Example: Did (= 1st verb) the man listen (= second verb; infinitive = the present tense) to Jack
