In the passive voice it is not that important WHO did the action, the action/the result is most important 

Let's go back to my example:

I want to emphasize that my sister was a victim
 

Penguins attacked my sister 
I want to emphasize that it was penguins that attacked

On board were the so called settlers who were looking for religious freedom
