small - smaller - smallest
smaller = comparative adjective
This shirt is small but that blue shirt is smaller

expensive - more expensive - most expensive
more expensive is comparative adjective
This shirt is expensive but that sweater is more expensive

Main rule:
short adjectives (like small, cool, cheap) 
+ er

long adjectives (like expensive, beautiful, interesting)
more + adjective
