ACTIVE VS PASSIVE VOICE
what do we notice? 

EXAMPLE 1
The dog chases the cat
The cat is chased (by the dog)

EXAMPLE 2
The dog is chasing the cat
The cat is being chased (by the dog)

But... why?
- we focus on the action 
- we don't know who does the action
- it's not obvious who does the action

So that means...
Active voice: subject + verb + object
Passive voice: object + to be  + past participle + by subject

! to be in same tense as verb
