Who can be a bully?

Read this scenario...

Sammi is standing face-to-face with Nila, shouting at her that she is annoying and always messaging her about pointless nonsense. Sudheer is standing nearby, reading aloud messages that they have been sent by Nila. Stela and Kashi are laughing at the messages and wanting to hear more. Yonah tells them that it's unkind to share private messages with other people. Oskari is sitting at a desk nearby. He can hear what's going on but doesn't want to get involved.
