The kings are back!
France is not allowed to become powerful and the the French Revolution should never happen again! So: the Conference of Vienna
  1.  They reversed many democratic reforms: Restoration
  2.   People tried to constrain France by surrounding it with powerful countries
  3.  The monarchs agreed to help each other in combating revolutionary ideas and movements. 
The return to the politico-administrative situation from before the French Revolution, where many countries had monarchs at their head again.

Nationalism
It made countries fall apart (Ottoman Empire) but also made some bigger (Prussia). 

A consequence was the rise of militarism 
The idea that war is a good way to resolve conflicts between states. That is why supporters of militarism are in favour of the army, weapons and military discipline.
