you use 'to be going to'  to talk about plans in the future. You often already arranged things for this to happen. 

To be (am/are/is) + verb + ing

How do you turn the next sentence into a negative sentence?

He is going to have a great time. 
 
How do you turn it into a question?

'Is he going to have a great time?' is a yes/no question. It does not invite the person being asked to elaborate. 

To get more information you can use WH/H questions.
