It's important to remember that first there was the language, then the rules were constructed. There are always things that are irregular, just because this was the way the language was formed.

- what their Dutch counterpart is 
- when you have to use them
- how you have to form them

When to use the tense?
1. Habits (when something always/never/regurarly happens) 
         I always listen to music when I get home. 
         She never watches TV. 
2. Facts
         They live in Kampen.
         Water boils at 100 degrees celsius. 
3. Sense verbs (sound, look, smell, taste, see, hear) 
         That sounds good. 
         She sees her friend. 
4. Verbs that express a mental state (know, understand, believe, doubt, etc.) or preferance (like, love, prefer, hate, etc.) 
         I understand what you mean. 
         She hates that show.

When to use the tense?
1. Something is happening at this moment
        We're reading a book about WWI at this moment.
        Josie is working at the supermarket today. 
        Listen! Peter is listening to music in his room. 
2. Something is happening in the future and arrangements have been made
        We are going to a concert this weekend.
        She is flying to Spain tomorrow. 
3. When there is annoyance 
        You are always talking when I'm trying to watch the news!
        They are constantly complaining.
