What is the principal-agent problem?

For each insurance policy sold, health insurers pay a fixed commission to a comparison site.

The economist: “My research shows that comparison sites negotiate with insurers regarding the amount of the (fixed) commission per policy sold.

This creates a principal-agent problem between the consumer (the principal) and the comparison site (the agent).” Explain why a principal-agent problem may arise.
