Speaking:
Reporting a CRIME
I'd like to report a crime. Last night, at about a quarter past nine, I noticed a teenage boy stealing some cans of soda from a shop at Union Street. He got away really fast. I wanted to say something about it, but I was too late. He put the items in his jacket pocket and quickly left the shop.

What happend here? When? Where? Has the witness seen anyone or anything suspicious?

Example key:

I witnessed a burglary at a jewellery opposite where I live. The burglary took place at ten past nine. I was just about to leave my house for an evening walk, when I saw a burglar trying to break from the scene. I immediately called the police. The burglar had used a big hammer to destroy one of the shop windows. I think he was quite young. He was wearing a colourful tracksuit, a cap and sunglasses. He was wearing yellow sunglasses. He ran to a getaway car which was parked across the street, next to where I live actually. It was a greenish car, an old model. Someone in the car held the door for the burglar. Then they took off. Unfortunately, I couldn’t read the license plate as it was rather dark.
