France is not allowed to become powerful and the the French Revolution should never happen again! So: the Conference of Vienna
They reversed many democratic reforms: Restoration
People tried to constrain France by surrounding it with powerful countries
The monarchs agreed to help each other in combating revolutionary ideas and movements.
The return to the politico-administrative situation from before the French Revolution, where many countries had monarchs at their head again.

A consequence was the rise of militarism
The idea that war is a good way to resolve conflicts between states. That is why supporters of militarism are in favour of the army, weapons and military discipline.
